The coin itself is not scuffed, nor has it ever been removed from its enclosure. It is in a sealed business card type packing - and the scuffs are just on the exterior of the enclosure.
Hoping to get some opinions on this! I recall purchasing it from a dollar store back in 2001, so this was a cool find!
It looks to me like it's just cellophane/mylar "cracks" from being stretched or pressure applied (something on top of it). It'd say that the clear "top coat" is going to split or tear.
Whoops, now I see that there is something wrong with the coin, or maybe part of the container/card.
I think the mark at 7 o'clock is just the molding media. I've seen similar on other carded coins.

I'm happy to take more pictures, and I will have my canon rebel xti camera back in the next week as well - which will allow me to take far better pictures than what my phone allows... It's most definitely not the packaging - there is absolutely a defect of sorts right at the 'E'
