Yes, someone damaged it by using heat. As stated before, it's worth face value. It's not an error. Probably just coincidental that it's the same year and mint. We see these heat damaged coins on here quite a bit.
Almost every imaginable clad coin has been damaged by heat and has appeared here over the years. I imagine you found this thread doing an internet search for a bumpy 2008 Hawaii quarter, so naturally it took you to the one on a 2008 Hawaii quarter. If you did the same for a 1973 quarter chances are you would have found one of them as well.
