Try giving it a soak in 100 percent pure acetone, to see if it comes off. It looks like glue or epoxy.

Well, from your pictures you can't tell if incuse - but it does look more like it is raised.
Because it is incuse it could be a strike through as there isn't any metal movement that is obvious.
