Picked this one up recently, MS63 in OGH. The reverse underneath the shield caught my eye and helped push me to purchase.

Would appreciate thoughts on what we are looking at. My best guess is simply a planchet flaw.

I don't think the flaw is on the planchet. To me, it looks like there are gouges on the reverse. This might be an interesting candidate for a possible new variety with Rick Snow.

I am no expert on IHC, but that looks like die scratches or file marks.

Also, I would like to mention that I own several examples of coins with roller or draw bar lines, including a proof nickel. The lines go right through the devices. This suggests that even a high pressure proof strike on a relatively modern press isn't enough to reshape or remove even tiny planchet lines. Your coin doesn't appear to have those thick lines evident in the shield details. To me, that suggests that the lines are a superficial feature of the die face that skipped over the device cavities.

I did check clashing and it does not line up - at least in ref to the shield area. Even tested rotation and mis-alignment.

It might be where a clash was removed, but it's hard to imagine those crisscrossing lines are an obverse device of any kind.
