Looks like it has a double rim around the outside does that count as a double die error?

No.

It's a tiny bit off-center (both sides) but within specs.

Learn:

The rim is not struck by the die. A proto-rim is formed on the blank (creating the planchet) by an upsetting mill. The rim is then formed during the strike in the gap between the collar and the die inside the striking chamber.

If you look at a die (e.g. here https://sullivannumismatics.com/pro...celled-die/) you will see the small chamfer.

It's either a Rim Fin or a Tilted Die error.

Also, a Doubled Die isn't an error. It's a variety. It's a completely different category. http://doubleddie.com/58222.html

I'm leaning towards the coin having been in a bezel or encased at some point, it looks too consistent on both sides all the way around the coin.
