Found this 1969-D Lincoln Cent in a coin roll I was searching and the 9 looks really weird. Am wondering if it's mint error or post mint damage. There doesn't appear to be any obvious indication of damage so I'm left perplexed. Any insights will be greatly appreciated.

Like I said, no obvious signs oif damage. It's definitely the strangest penny error I've found yet.
