and that looks like tape was/is on your coin.
the top shiny area is where the tape was removed, and the bottom part is where the tape is still attached.

Agree with the tape diagnosis. You could soak in acetone to loosen the adhesive holding the remnant in place. The color is kinda neat looking, but there is no added numismatic value.

Ya know - it does look like the cent was sectioned off and acid applied to that strip - looks like a homemade error wannabe!
