Looks as if someone drilled out a hole and then later soldered it back, so post mint damage I call

A genuine mule coin is where one die gets swapped out for another die and two different coin types end up as the same coin. Example of a modern mule: the obverse of a State Quarter and reverse of a Sacagawea dollar.
