Yes, the radial flow lines are a sign of an aging die with Die Deterioration, or die fatigue.

Coin dies have a slight curvature, called the die radius, to help move metal during the coin striking process. When the metal flow starts wearing the flat surface (fields) of the dies by "cutting" into it then is transferred to the coins they are minting. Just like the metal deterioration flow wears out the numbers and letters (devices).
