Is this us 2023 penny a lamination error and is his ear doubled also the reverse looks off also.If so how much is it worth? Thanks for any info you can provide!

Going to need much better photos for the ear. All I am seeing so far is a stained cent.

Your coin is stained and the rest looks like a normal strike.
Remember, the Zinc core Cents are copper plated and lamination or de-lamination can not occur on these coins unless there is a serious issue with the planchet..

Overall appearance of the coin points to staining only, but you'll need better photos
to get a conclusion here.

Where it's dark then gets lighter colored it's raised up right where it turns normal if that helps in any way.

Sounds more like a substance on your coin that is causing the stain. If you want to waste your time you can always soak it in some acetone and see what happens.

Sorry, it is written on the back/reverse - "ONE CENT"
Coins get all kinds of "things" put on them while they are in car cup holders - perhaps yours was one of those. This is not any kind of error.

If the red and blue arrows are pointing to a raised "line", I would say it's a linear playing blister but clear closeups of the area would help a lot.

Ps. I'm seeing lots of stains from circulation on n the rev & obv

I'm with E&V, especially about quite a few Doubled ears on Lincoln cents coming from Denver since about 2018.

Modern Washington quarters also have some doubled ears.
