I came across this dime in my change amd noticed the circle on I which I've seen before on a dime few years ago. Is this an error

I don't believe what you have is any error. It is more than likely damage caused by a machine of some sort.

...possibly vending machine error ( are there dime slot machines in Vegas? ), but not done during the minting process ... post minting damage ...

Yes, post-strike damage. Most likely the result of running the dime through an 'old school' vending machine or parking meter several times long ago..

Do not forget about those gumball machines. My favorite were the red ones, in school I told my teacher I was just showing you my red tongue. He did not think it was funny.

As mentioned by others above. this is not a mint error rather it is a damaged coin,whatever the nature or reason for this damage maybe.
The minting process is pretty straight forward and there are no steps during this process that can or would create an anomaly like this.
