The reverse is not gold toned except for the eagle and arrows. It appears that way due to the angle of the light. Anyone know what has happened here? Is it a mint error?

Looks more like it has glue or clear epoxy on the obverse,

It looks like the coin was plated and then glued into some sort of holder (since liberated). Soak it in pure acetone to see if the obverse improves.

It's probably glue. Not an error. Give it a soak in pure acetone and see if it comes off.

That's my guess as well. Apparent scratch across the top of the head pretty much wrecks any premium for this coin in any event.

I'll try some acetone and a tip and see what happens. My first thought was the same but there doesn't appear to be any glue on it. I'll check it out..

I agree, probably glue. Good luck with the acetone and let us know the results.
