Another highly reflective coin. Between the M and E on the obverse is die abrasion but is all that mess on the reverse die abrasion as well? It really detracts from the coin.
Definitely unusual and visually interesting. It's hard to imagine those features as Die Deterioration, because it only affected very specific parts of the die. I agree that it looks like some kind of tool marks.
If it were me, that would be destined for a little paper packet in the Interesting box until I discovered a conclusive answer.
