Might be dried glue, or some other once-liquid substance--might be... Perhaps an acetone soak is in order.

Looks like glue or something on the coin. Your photo is gray scale so a color photo might reveal further
of what's going on here.

Looks like damage. Maybe someone messing with heat like a blowtorch?

If the anomaly is raised, it is something that got on the coin after it was minted, based on it covering the 2 and part of the 0.
Words of encouragement are one of the major food groups.

The last three or four pics show what looks like a struck through, not something on the coin.

What a difference a photo makes. The color pic and better lighting tells a different story here
and I agree, this is an incuse feature on the coin likely a struck thru error.
