That is a nice find, I don't think most collectors would consider that a low number though.

It's a low serial number for a circulation find.

How many bills do you see in your change that are
# 0001 #### # (star note or otherwise)?

It's from a fairly rare run, too (Series 2006 L, Run 1 = 640,000).
