Question 1975 Roosevelt Dime No Mint (Philly?) Off Center?

I have 2 1975 no mint mark I'm assuming are from philly but it looks like one is off center and over the rim. Is it just wear that makes one appear different from the other?

You are correct that no mint mark in 1975 (or any year) means they are from Philadelphia.

I see two normal circulated dimes. I can't even tell which one is supposedly off-center. It's possible (likely) that one of them has a slight MAD (mis-aligned die)

Suggest you post a clear close up photo of both sides of the coin in question then we can say for sure.

The dime is showing a very minor Misaligned Die. No premium.
