Die chips and die cracks
Has a rough texture
Has thousands of little medal or bubbles all over the coin

@tman, in the first couple years that the mint worked with copper-plated zinc cents (i.e. 1982 and 1983), they struggled a bit with quality control. I think that all of the surface roughness that you are seeing here can be attributed to those diffculties.

Plating issues were very common in 1982 and 1983.

Nothing to see here other than zinc dust under the copper plating causing all those little bumps......soon zinc rot will begin...this cent is safe to spend.

I agree, the very early zinc coins were just a terrible strike. it took the mint time to get it right.
