i am looking for the us silver proof sets in the following years
1970 1972 1989 1991 1994
i was looking on ebay about to purchase some and some sets are labeled as proof or 1970-s
can you give advice on how they were packaged in those years so I can make sure they or silver proof sets and not regular sets or clad

Silver proof sets were made starting in 1992. The 1970 proof set will have a silver half dollar (last year of 40%).

The 1970 can be had for about 10-12 bucks. The 1994 will probaby run you about 40 -50 bucks.

In the 1970 proof set, only the half dollar is silver and it is 40% silver clad. There were no silver proof sets in 1972, 1989, and 1991. Beginning in 1992, the US Mint started producing 90% silver proof sets in addition to the regular clad sets. The dime, quarter, and half dollar are 90% silver while the other denominations are their normal compositions.
