@dou, have you looked at an overlay to see if this might be a die clash?

That;s what I am thinking looks like it might ba a clash.
Can you take another shot of the reverse from the area in question without any markings?

Yes, it happens when the two dies ram together without a blank being struck into a coin. Then the devices from both the obverse and reverse get transferred to the other sides die, and then get re-transferred to a blank getting struck into a coin. Depending on the force of the dies transferring, would indicate how severe the clashing becomes on a coin, from very light clashing to ultra heavy clashing.

Your coin looks like there's a clash. That part in your last picture looks like it could be from the bridge of Washington's nose.

I agree with clashed dies on reverse.
Yes it is considered a Mint error, why? because it occured during the striking the planchet at the mint facility.
There should some on the obverse as well, easiest one to find/see would be on the upper Nose's bridge usually looks like a protruding mini horn.
