I would think it is an off center broad strike in stiff collar.

Spence is the same all around 18.73mm I measured two other normal dimes and they're 18.69mm

It's interesting that there are reeds showing up on the edge of the obverse die (right edge of the design) since the reeds are on the collar die.
This reeding must have been transferred to the obv die during a collar clash.
