Could be a die clash, but it also kinda looks like dried glue to me.

My first thought is a die clash, or part of a die clash.

Not the same year, but you can see the similarities on this 1999 nickel:

If the die is tilted, the clash isn't always even from left to right. There should be some clash remnants on the obverse as well, somewhere around Jefferson's ponytail. Look for a straight line in the field background.

This is an example of a minor nickel die clash from my own collection. You can see that the gap between the ponytail and collar resulted in a raised area on the reverse. If you look carefully in that area between the hair and collar, you can see the notch from the building roof. You can also see two lines in the field from the top and bottom edge of the building, and the O from Monticello.
