For sure it is low weight now, but this might just be a loss of metal due to circulation wear. How much of the reeding remains on the edge?

I agree with Spence, it is also possible that this used to be a slot machine coin at one time the coin is too worn down.

Normal is 5.67grams - so 5.07 5.09 is pretty low. Low end tolerance is 5.44. I'm not seeing enough circulation for that much metal loss. Your scale may be off or it was struck originally from thin stock, plus the circulation wear helping a tiny bit. The quarter really doesn't look to be dipped in acid but the picture of the edge will help

Hmmm. the coin edge/copper core looks intact, but the weight is significantly low. I don't know what causes that, and whether or not it is some sort of error coin.
Hopefully someone can answer this one.

The worn down edge and reeds is consistant with a slot machine coins.

Thx for adding the picture of the edge. Heavy mechanical wear such as from use in slot machines as noted by @chase has got the reeds almost flat. I don't know for sure that this quarter wasn't struck a little light, but suspect that it was within mint tolerances in 1965 and is just now worn down to this lower weight value.
