My guess:-

A small laminate piece has dropped off the preceding coin in the coining press, and stuck to the die, then transferred to the next coin (this one) to be stuck to it, by the pressure of the strike.

It seems to me that most, if not or all, of the coin blanks in the batch were improperly rolled, such that laminations are common within that batch. There is evidence of lamination as shown in the obverse picture,
and thus providing the explanation why some tiny pieces of metal may have been transferred between coin planchets.
