Yikes that surface is very porous. Maybe it spent some time in a corrosive environment. What is the weight and can you please add a picture of the edge? Thx.

The coin being slightly over weight (if the scale is calibrated and reading correctly) points to the excess build up due to interaction of the metal with the corrossive environment as stated above although it looks cleaned it could have been a burried coin at one time.
