That would be a misaligned obverse die (M.A.D.). Notice how only the obverse is misaligned and the reverse isn't.

@gigi, normally we advise folks that it is only once the letters start to fall off the edge that there is an added premium to a MAD. You could keep this one until a more extreme example comes your way.

a MAD strike for sure, but can you provide an edge on photo to see where you thin it is out of collar?

The only thing I noticed is that the planchet is a wee bit thinner in one area than the rest. I hope these pics are what you meant.
