Looks like it is flaking off, one side is loose so trying not to touch it, top side seems to be flush with coin so I don't think it is something that got pressed onto coin.
Can I get some thoughts on this.

It is called a lamination.
Put it in a 2x2 so that it won't break off.

Nice find! It's called a Lamination. I would store it in a 2x2 for protection.

Any thoughts from folks as to whether to soak this in acetone to remove some of the surface dirt before storing? Obviously better to keep the lamination attached, so not I'm advocating for anything too extreme.

I'd probably would leave it as is. I wouldn't want the Lamination to become detached. That's just me though.

It's definitely interesting - probably a lam like stated or struck through copper foil has been seen before...

Nice lam. It's stuck on for 65 years, a little soak isn't going to harm it at all. Not much premium, maybe .25
