1955 D Cent: Mint Error Or Post-Mint Damage?

1955-D LWC with a "stepped" appeareance on the obverse, i.e. looks like two coins stacked on each other. There are no markings on the reverse to suggest a vice was used and the coin weighs the correct 3.11 grams. It does appear that the field of the reverse is recessed near the rim between 8 and 2 o'clock, but the E • PLURIBUS • UNUM there is not squished.

Looks like a formerly Encased Cent. It's PMD, not an error.
