Question-About-These-Two-Bills
The first one seems to have a clean vertical tear that splits the treasury seal. I was thinking it looks like mint damage because there are no obvious signs of destruction anywhere else. Also I can't possibly think how can that happen manually.
The second one looks like there's serial ink splatter on the treasurer signature. Is this just a minor error?

Appreciate yalls insights!

The first bill is just a tear. Can't think of how it could
happen at the printing stage.
The second might be a small splatter but the condition
of the bill would negate any premium.
I would say they are both spenders.
