Could be a plating blister or a small piece of entrapped zinc dust. Can you depress it with the tip of a wooden toothpick?

Zinc dust or blister. it may open up like a mini volcano at some point to release the trapped gas.

For a Close AM the FG is farther away from the memorial base - which your coin is. For a Wide AM the FG is close to the base.
