Notice the P mint inscription looks like a double strike and the last zero in 1990 seem like partly into the rim. Could this be considered an error coin? Your opinions and infos will be much appreciated. Thanking in advance.

No, it is not considered an error.
Can't tell from photo but even if the P was doubled,
it would be a variety, not an error.
The 0 just looks like damage.

Much clearer full coin shots would be nice, hard to tell from the current pics. The rims and outer devices look very odd at this point though. Maybe a light broad strike of stiff collar strike? May be nothing at all too, just need much better pics to tell.

I do see some Die Deterioration going on, as well as seeing die flow lines.
