Krause has the 1923 as 2 different types for 1923 one had fineness omitted with LIBERTAD in relief.

The other is LIBERTAD incuse. Which one is this?

That is the incuse variety (or it certainly looks like that). Incuse refers to the way the lettering is cut into the surface of the coin. The Relief has raised lettering.
