1978 Roosevelt Dime - Lamination Error Or Just Damage

I came across this 1978 Roosevelt with sections of the outer layer missing on both sides. The coin has some issues which leads me to think what I am seeing is simply post mint damage but I haven't before seen a clad Roosevelt with sections of the outer layer gone, so I thought I'd ask what others think.

Opinions? Thanks.

It's 2.31 grams on my scale but it is probably off a bit since a clad dime weighs 2.27 grams according to the Red Book.

The part on Rosie's jaw to chin might be a struck through but could never know with all the damage. When I find coins in this condition, I typically toss them into the going out pile, because you probably will never be able to tell. Don't torment yourself with such things, move on to something you can evaluate in a better manner. Just my opinion.
