Every bicentennial I ever came across looked dull and old why does the one in the pic on the bottom look new....the pic at the top is what matched it the most

It's not unusual for coins 40 to 50 years old to turn up in change in EF to AU condition. It could be due to someone dumping a collection, raiding an old money box or even finding coins down the back of an old sofa. With the 1976 Bicentennial coins, I suspect a lot were put aside at the time of issue by people who hoped that one day they would become valuable. Maybe they or their descendants are now taking them to coin shops and discovering that they're not valuable and that the dealers don't want to buy them, so they are simply spending them.

Agree with NumisRob. Bicentennial quarters were hoarded back in the day. A few years ago I was in a conversation with an older guy working at a coin shop. He told me he had close to 400 fresh rolls of bicentennial quarters in his stash--rolls acquired at a bank when they were released. He was considering dumping them, but hadn't made up his mind. He was a scrupulously honest person and wasn't prone to hyperbole. He left the shop a couple years after. Never learned if he went ahead with the dump or not.

Agree with all of the above. Been finding lots of AU and better bicentennial quarters in circulation the last few years as folks realize they won't ever carry a premium.
