Do you think the phrase "A Decade Of Growth" on the reverse could have been written at the beginning of the period, i.e. in 1960?
May be in the middle, i.e. in 1965?
Or is it more correct to consider that 'growth' can be discussed only in 1970, when this 'growth' can be confirmed in fact?
I am trying to establish the year of issue of the medal.

My thought is the medal was produced some time after 1970 to commemorate the period of 1960 -1970, the decade of growth.

And I think not earlier than 1970. Otherwise, it all looks too self-confident.
But then it would be worth editing traditional history (the last years of the brand's) existence a little "Whitehead & Hoag".

My responses assume the medal has a reference to the Philadelphia Inquirer on the other side:

1) I believe the medal was used as a promotional piece during the 1960s.

2) As Whitehead and Hoag went out of business in 1959, it would seem logical to believe the medal was struck in 1958/1959 with distribution taking place primarily in the 1960s by the Philadelphia Inquirer.

3) My information indicates that the medal was not sold to the public, but distributed as a promotional tool.

Yes, that's right, it's "The Philadelphia Inquirer 1960-1970".

It is traditionally believed that Bastian Bros. used the trademark "Whitehead & Hoag" until 1965.
To use this paperweight as an advertising tool (a promotional piece) in the 60s, declaring some growth, given that the period was not yet over - this is, let's say, too reckless.
But at the end of the specified period, as a confirmation of what is written, it is quite logical.
I believe that Bastian Bros. did not stop producing products using the trademark "Whitehead & Hoag" in 1965, some medals were issued in 1970.

The phrase "A Decade Of Growth" could relate to coins from 1960, 1965, or 1970, each representing a period of economic and numismatic development.
