I've been trying to figure out what are these dots on the head of Roosevelt. Also, with the pictures with the arrows, there are some off shapes. Any idea what these are? Thanks

Looks like carbon spotting or stains.

Thanks. If carbon spotting, will they grow in size or stay the same?

Carbon spotting usually stays the same in size. It also depends if the corrosion from the carbon spotting is active. Make sure it's not improperly stored. I would store it though, since there's a possibility that they can get worse over time.
