Why do you think it is an error, not all anomolies are errors.
In fact about 99% of them such as your dime are PMD.

Agree--post-strike damage. This coin appears to have led a long life in circulation--dings/hits/rubs, exposure to corrosive environments, possibly 'cleaned' at one point, etc. It didn't leave the striking chamber in this condition.
