Looks like a plating issue on a zinc cent. Does this coin weigh 3.1 grams or 2.5 grams? For now I am going to say it is plating bubbles.

@ele, first welcome to CCF. Second, I agree with @mrt that those bumps most likely are plating bubbles. Can you depress them with the tip of a wooden toothpick?

Plating bubbles are very common on zincoins, especially the earlier years when the mint was still experimenting.
The weight shouldn't be necessary, it is quite obvious it is a copper plated zinc coin and should weigh about 2.5g

Sure looks like severe plating issues on this coin.
a nice full coin image of both side is preferred as well as close up images.

Here are pics of obv and rev. And a pic showing toothpick with broken tip because pushed too hard on largest cigar bubble. No denting occurred.
