Please I am in need of your advice. My father left me his coin collection and this one he always kept it in his safe. My father guarded Ronald Regan and he claims he obtained this while he was working for Regan. One day he told me to come look at it. Shown me the normal penny is 3.11 in those days. This one was over that weight weighing 3.28. The red tint gave it a special look he say and the L was close to the rim. Well I recently started to go through the coins and do research. I did find out that the first penny to be weighed at 3.28 was reported in 1974. This one is 1945. And pennies with dirt and film could alter its weight and you see this penny is not dirty. And that there were changes happening to pennies in 1945. So can anyone tell me if my dad was protective because of the emotional attachment of because this one has a value.
I would greatly appreciate all advice.

To CCF! It's slightly overweight. It was probably struck on a rolled thick Planchet. No premium for that error, since it's too minor.

Your Father left it for you so it is priceless. No extra value to anyone else except the condition may bring in a little.

The 95% copper cents minted in 1945 had a nominal weight of 3.11 grams with a tolerance of +-0.13 grams.

So, your coin with a weight of 3.28 grams (assuming the scale is calibrated) is slightly heavy. Not enough IMO to have any numismatic premium.

The family connection is where the value is in this coin.
