2007 D Washington Small Dollar - Special Or Something Else?

When I first saw it I thought "proof", but those are S mint, not D, sooooooo? As always, your expert thoughts and opinions are welcome. It was either one of the first coins off new dies (Proof Like) or someone was practicing their precise polishing skills?. At least it isn't an "elongated ray" variety. From an internet article: "Just 46 prooflike 2007 D George Washington Dollars have every been certified and 11 in top grade MS66 - a number that's unlikely to change substantially in the coming years."
