Using just the photo is difficult to say if it is PL, but I would guess it is PL. The best way to designate PL, DMPL, etc., is to use this guide.

The best way to tell which type of Morgan dollar you have is to test how far away an object has to be from the surface of your Morgan dollar before its reflection is no longer seen in the coin's fields.

The farther away the object is before it disappears from the coin's surface reflection, the higher the reflectivity — thus the "better" the Morgan dollar:

Semi-prooflike (SPL) Morgan dollars reflect objects held 1 to 2 inches from the surface.
Prooflike (PL) Morgan dollars have 2 to 4 inches of reflectivity.
Deep mirror prooflike (DMPL) Morgan dollars show reflection of objects from at least 4 inches away, but preferably 5+ inches distant.
Ultra prooflike (UPL) is a term some use to describe Morgan dollars with exceptionally reflective surfaces that reflect the appearance of objects held at least 8 inches from the surface — and in some cases 12 inches away or farther!

I don't think that it can be accurately assessed if it is PL or DMPL without removing it from the GSA lens which is also providing reflection.

I would place a large wager that no professionals at the grading services measure the depth of reflectivity to determine PL and DMPL designations. Each date is assessed differently for PL quality, so it is done by eye.

Additionally, there have been tens of thousands of PL GSA Morgan dollars certified at NGC and none were removed from the plastic holder.

This coin is PL with a good chance at achieving a DMPL designation.

On the OP example the devices have a lot of frost and there is good contrast between the fields and the devices. My guess is that the example is semi proof like because the fields appear to be cloudy, and PL mirrors show up darker if the photo is a good representation of the coin.

Below are some photos I took a few years ago of semi proof like, proof like and DMPL to show the difference of the mirrors in photos.

The 1879 is a MS65 and is semi proof and a very attractive coin.

The 1881 S is a MS 66 PL

The 1884 CC is a MS 64 DMPL

i think the luster may override the cheek marks and pull an MS64 grade which is really nice for GSA. as for PL, you can try the newsprint test, my guess is that it has a good chance of PL. DMPL is out of the question. even if it graded MS63 there is not a whole lot of difference in value so you have a winner here. this one will continue to increase in price. higher end CC's have always done well. I have not seen a lot GSA higher grade PL coins. shes a keeper. PCGS has grade 525 MS63 and 575 at MS64 to give you an idea.

here;s the dilemma...do you crack her out and send it in or leave it in its GSA holder. if it was mine, based on the possible value i'd send it in.

No way I would crack it out of the GSA holder. I would agree completely with @jacrispies comments.

You can have it graded in the holder. Looks DMPL to me.
