Very nice 1936 DDO-001. It's Stage B. Yours is also a later Stage B coin, with the die gouge under the 6 in the date and the very light die scratches under the 3.
I've seen quite a few of these, but haven't seen any with those marks below the third feather. There are diagnostic die scratches in that area, which your coin exhibits. The second and third feathers clash with the buffalo's head in a properly aligned coin (which the DDO-001 is), so it isn't a clash. Stage B has fairly minimal clashing, unlike Stage C, which has a sharp chin/EPU clash.
It looks raised on the surface. If so, I wonder if it might be a retained struck-through (struck-in?) metal shaving of some type. IMHO, that's a Mike Diamond question. It's interesting.
