Hello everyone I have an interesting 1969 quarter that has metal chunks inside and outside the coin. Under Washington's ponytail and under the eagles beak looks like the eagle is blowing a bubble. Is it worth anything

You're actually not far off explaining the actual cause there. Unfortunately, this is not actually a mint error, but rather, it's heat damage; extreme heat (a blowtorch, or placing he coin in an intense fire) has caused microscopic bubbles trapped between the clad layers in the coin to expand and defom the softened metal, not entirely unlike a balloon (or a piece of bubblegum).

First, welcome to CCF. Second, yes it is interesting but unfortunately heat damage such as this doesn't affect to the numismatic value.
