Please check out this 1979 Lincoln Memorial cent, I believe this is a partial collar. I pulled this coin from a roll of pennies, while coin roll hunting.

It's called a MisAligned Die strike - also referred to as a MAD strike.

A partial collar would show a ridge on the edge.
What you show is a misaligned die but not enough to add any premium.

A minor Misaligned Die. In order to carry a premium, the design has to be missing somewhat.
