It's a Die Chip. It happens when a small piece of the die chips away, leaving a raised blob on struck coins. On the coin die, it's incuse.

Nice sized die chip to be on a column. A " Cud" is a broken piece of die that affects the rim.

It certainly looks like a die chip. With that ragged edge, I almost wondered if it might be a retained strikethrough of a stray bit of copper. It's a weird place for a die chip, it seems much more likely that the recessed areas between the columns would spall off metal chips first.
