There were probably multiple thousands of them plated.
The reason being to make your coin look like new and
shiny again for collectors and also they could be passed
off as a new cent by some sellers. Problem is that they just
ended up as being an altered cent with no extra value.

Can't be an sms cent, they weren't introduced until 1965. Plated steel cents are extremely common.
