Hi , I'm just wondering if this coin is common in India with weakly struck coins or is it PMD. Much appreciated for any feed back.

How's the weight? If underweight, then it might be a slightly thin planchet. If not, it might be Struck Through Grease. As you point out though, it might also just be heavy circulation wear.

Coin weight is 4.86g

The weight should be 4.9g so it is within spec.
I would say that it is a partial Grease Filled Die.

I'd say weak strike from worn dies. India mass-produces billions of coins and quality control is by necessity far weaker than for a typical Western mint.

Yes I agree with sap I've looked these coins up, off centre strike, weak strike, clipped errors.
