there appears to be doubling of rim and the letters L and I. Any thoughts

On the date, that looks like a plating issue. For LIBERTY, that might be from the die being used to strike this coin being tired.

That is known as a Ridge Ring caused by a deteriorating die.
Not considered an error, just part of the minting process.

Ridge Ring, a form of Die Deterioration. The obverse die was wearing out when it struck your coin.
