2017 D Quarter: Crazy Error Found. Not Sure What It Is

It's essential to have it in the title. * I found an imprint on the obverse of my George Rogers Clark quarter. I am not sure what it is and if it occured during the minting process or after. Second, yes it looks like this quarter was glued to a piece of newsprint or other colored paper, which is still now partially attached. This didn't happen at the mint though and isn't an error.
