1989 Lincoln Cent Looking For Advice

Im "guessing" a stuck planchet re-punch where liberty starts, and maybe the planchet was bad from the start? The 'IN' is very light and there seems to be doubling in 'GOD' on the Obverse. On reverse, some doubling in 'UNITED--TED' and in 'STATES--ST' Im probably wrong on my "Guessing" . Sorry about the whole coin picture...Im not sure why the phone camera takes upclose blurry pics.
