the date appears to be a 2001 and the I and B in liberty?

Looks like a mild strike thru grease to me ( Greaser). The die will sometimes get some of the areas filled with grease and when it strikes the coin it does not impart these details to the coin.

I agree with @fsd that the die used to strike this coin had a little bit of grease in some of the crevices. It is a fun find, but I don't think that it adds to the numismatic value.
